2026-05-27

On May 25, Jiangsu Longye Energy-Saving Technology Co., Ltd. convened a company-wide safety management meeting to thoroughly learn from the tragic lessons of the May 22 coal-mine gas explosion in Qinyuan County, Changzhi City, Shanxi Province. The meeting conveyed and studied the guiding principles outlined at Jiangsu Longye’s work conference on workplace safety, re‑mobilized, redeployed, and reinforced the company’s overall safety production efforts, and resolutely worked to prevent and curb all types of production safety accidents.
Deputy General Manager Zou Changjiang chaired the meeting and provided an overview of the “May 22” gas explosion incident at the Liushenyu Coal Mine in Shanxi. Subsequently, Head of the Safety and Environmental Protection Department, He Jian, conducted a specialized training session on the overarching requirements for safe production and safe operations. Drawing on the company’s specific circumstances, he systematically explained operational procedures for each position, key safety considerations for overseas projects, and risk‑management measures, thereby further clarifying safety standards and strengthening the safety knowledge base of all employees.
At the meeting, Vice Chairman Mr. He Jiadong emphasized that it is imperative to attach great importance to this issue at the ideological level:
First, we will strengthen departmental accountability and focus on key areas of control.
All departments must earnestly fulfill their primary responsibility for workplace safety, closely monitor key positions and critical areas, refine the allocation of responsibilities, and ensure that safety management is comprehensive—covering every level and every corner—leaving no blind spots or dead ends.
Second, attach great importance to this issue and implement timely corrective measures for improvement.
All employees must firmly embrace the concept of safety‑first development and effectively enhance their day‑to‑day operational skills, as well as their capabilities in safe production and operations‑and‑maintenance. Strengthen safety education and training for all staff, rigorously align with the requirements and procedures of the production process, and further improve the enforcement of established systems. Each department is required to complete designated training within a specified timeframe and ensure its effective implementation, thereby continuously elevating the overall level of safety management.
Third, strengthen emergency response capabilities to reduce accident-related losses.
It is essential to comprehensively enhance emergency response capabilities, refine emergency preparedness plans, and strengthen realistic‑scenario drills, ensuring that, in the event of a hazard, we can respond swiftly and manage the situation scientifically, thereby minimizing accident-related losses.
Drawing on more than 30 years of professional experience and the harrowing lessons learned from past disasters, Chief Expert Mr. Ma Xibo, in light of recent coal‑mine safety incidents and against the backdrop of the company’s rapid business expansion, proposed the following measures: strengthen safety awareness and enhance personal protective measures; firmly assign safety responsibilities to every employee; ensure smooth communication of accident‑related information; implement tiered response protocols; conduct regular training and drills; deepen efforts to achieve intrinsic safety; and leverage real‑world experience to remind all staff to remain constantly vigilant about safety.
At the meeting, Chairman Meng Xiaodong emphasized the need to thoroughly study and implement safety production regulations, firmly uphold the safety red line, systematically address identified risks and hazards, and enhance the safety awareness and emergency response capabilities of all employees. Specific requirements are as follows:
I. Raise Political Awareness and Strengthen the Ideological Defense Line
The meeting called on all employees to draw profound lessons from industry accidents, firmly uphold a strong awareness of safety red lines and a bottom-line mindset, maintain constant vigilance in workplace safety, and proactively mitigate risks at their very source.
II. Strengthen accountability across all staff and cascade management responsibilities.
All employees are engaged in “hazard remediation and timely emergency response,” with safety responsibilities firmly assigned at every level to ensure accountability is extended to each post, each individual, and every corner of the operation. This approach achieves full‑coverage, zero‑blind‑spot safety management and establishes a responsibility chain characterized by “everyone is accountable, and accountability is cascaded at every level.”
III. Establish a leading group for work safety to coordinate and promote implementation.
The meeting resolved to establish a Work Safety Leading Group, with the group leader assuming overall responsibility and coordinating deployment; the deputy leaders taking specific lead roles and facilitating coordination and liaison; and each department and work team designating safety officers to implement assigned tasks. The safety management department will be responsible for routine inspections, data compilation, publicity and reporting, as well as summarizing and submitting reports.
IV. Deepen dissemination, implementation, and execution, reaching frontline teams directly
Unify thinking and reinforce accountability. All departments within the company convened safety mobilization meetings, during which department heads briefed employees on the current safety production landscape, outlined key tasks for the period ahead, and underscored the principle that “there are no small matters when it comes to safety; responsibility is paramount.” All personnel were urged to place the highest priority on workplace safety and to approach it with the utmost respect and vigilance.
All employees have signed safety production responsibility agreements, extensive safety awareness campaigns have been conducted, and training and emergency response drill plans have been developed to ensure that safety requirements are firmly ingrained in minds and effectively implemented.
V. Comprehensive Screening and Closed-Loop Management
● A special campaign to conduct a comprehensive hazard inspection must strictly adhere to the principles of “full coverage, zero tolerance, strict enforcement, and emphasis on practical results.”
● Establish lists of potential hazards, assigned responsibilities, and corrective actions, clearly specifying remedial measures and deadlines for each item, to ensure that inspections leave no blind spots and rectification eliminates all lingering risks.
● Prioritize the identification and remediation of aging equipment at production sites. For equipment that is severely deteriorated and poses potential safety risks, ensure that any units requiring replacement are promptly replaced and any that require rectification are thoroughly addressed; under no circumstances should we harbor complacency or allow issues to linger unresolved.
● Hazard remediation is implemented through a “tiered control and closed-loop closure” system. Minor hazards are addressed and rectified immediately; for those that cannot be corrected at this time, containment measures must be put in place first, followed by corrective action, with a designated deadline for closure. Major hazards require immediate suspension of operations for rectification, and “operation with known defects” is strictly prohibited. Upon completion of remediation, a re-inspection and acceptance review must be conducted, and only after passing may the hazard be officially closed.
● Strengthen oversight, supervision, and inspection; for accidents caused by incomplete hazard identification or inadequate corrective measures, impose strict accountability without any leniency.
VI. Enhancing Emergency Response Capabilities and Fortifying the Last Line of Defense
Strengthen emergency preparedness training: Organize company-wide emergency‑response training to systematically cover emergency response plans, operational procedures, and self‑rescue and mutual‑assistance skills. Ensure that every employee is familiar with their role‑specific emergency responsibilities and proficient in basic emergency response techniques, enabling them to remain calm and respond in an orderly manner when faced with an incident.
Enhance emergency preparedness: Conduct regular inspections and maintenance of emergency equipment, fire-fighting apparatus, and other facilities to ensure that all emergency supplies are complete, in good condition, and readily available.
VII. Improving the institutional framework and promoting long-term management
Strengthen leadership accountability: The principal leader shall personally oversee and assume overall responsibility, while the responsible deputy shall take specific charge and ensure effective implementation, thereby establishing a clear chain of accountability in which each level guides and drives the next.
Uphold full‑staff participation: Firmly uphold the principle of “safety first, prevention foremost, and comprehensive governance,” promote the institutionalization and sustained effectiveness of workplace safety management, and truly foster a positive environment in which everyone assumes responsibility and fulfills their duties.
VIII. Select and recognize model examples, and strengthen positive incentives.
A performance‑evaluation mechanism for workplace safety has been established, with assessment criteria covering the implementation of safety standardization, the effectiveness of hazard‑identification efforts, and the outcomes of emergency‑response drills. Based on this framework, outstanding departments and individuals in workplace safety are recognized and rewarded. By recognizing and incentivizing teams and personnel who demonstrate exceptional performance in safety management, the initiative seeks to boost the enthusiasm and proactiveness of all employees, fostering a culture in which “everyone prioritizes safety and every individual takes responsibility for it.”
